It is the predecessor of Roach and has some remnants of its effect, but unfortunately it cannot be used as it is.
The effect itself is not weak, but since the stats are poor, it will be twisted at an appropriate lower class.
Even against high-level opponents, Monarch doesn't have much of an impact, and it's possible that he doesn't have Link or X in his Deck. Also, since it only blocks the activation, it has come to the point where it is powerless against permanent effects.
It's an unreliable and tough card.

It's powerless against Xyz and Link, but it's powerless against Normal Summon cards, so it's vulnerable to the same Tribute Summon. is the tough part.
Later Roach and from there he powers up with Evilswarm Butte, but that's another story.
